Current and former members of the NY Army National Guard, NY Air National Guard, NY Naval Militia and NY Guard who responded to the 9/11 attacks on the World Trade Center site in New York City between September 11, 2001 and September 12, 2002 are potentially eligible for benefits through the New York State Division of Military and Naval Affairs (NYS DMNA) World Trade Center Benefits Program. The program exists to compensate Guard members who developed a 9/11 related physical or psychological illness related to NY state active duty participation in World Trade Center site rescue, recovery or cleanup operations, and the survivors of Guard personnel who die as a result of such illness.
In order to preserve the right to claim benefits associated with any 9/11 related illness, the current or former member or his/ her survivors must file an Application for World Trade Center Notice with the DMNA by September 11, 2026.
Submitting the Application for World Trade Center Notice preserves the individual’s right to file a claim in the future. A Guard member does not need to be sick to apply.
The benefits potentially available include a World Trade Center performance of duty disability pension or, for survivors, an accidental death benefit.
